Below is a minor assortment of correspondence received from the different departments of Hud contacted concerning my case. Note the uninformed content of these replies, all a form of ignoring the issue, simply going through a motion of pretence of adressing the concern. If you look closely, you will see a cover up of not one but several offices. When this type of tatic doesn't work, they simply start ignoring you compleatly, or did a few actually see a problem, and not want involved.....you be the judge. How many other cases are exactly like mine, but those who filed are afraid/or don't know how to step forward. . . .  My goal is to testify before a congressional committee.* * * * * * I would like to commend Jerry Buchanan in these issues, he is the only person in the system that actually took time to do his job, and take note as to what the case concerned. His incite and intelligence is respected and appreciated.
The following is an e-mail from him to Caldwell's office, who like everyone else in the system, chose to disregard the actual Hotline Case complaint as though he misunderstood in order to protect the federal office accused and filed against. They always try to flip it back to the orginal complaint filed with the Fort Worth office as closed......The actual Hotline Case case filed against the federal offices has not been closed by the office of Jerry Buchanan, to my knowledge, simply because the hotline case issues have never been actually addressed. Mr. Buchanan, has since simply ignored all my questions, my impression is, someone ordered him to do so, or he became afraid his position to be in jeopardy. Or did he simply decide not to do his job.

Your Office addressed the subject hotline case in a memo dated October 31,2005. It stated that the Fort Worth FHEO field office contacted Ms. Garrity and she told them to disregard her complaint as the inspector General was investigating her issues.
Our Hotline complaint was that the Fort Worth office failed to properly investigate her original FHEO complaint.
We will need the issue of Fort Worth's review of her original complaint addressed before we can close this case with Ms. Garrity.

Below is in response to Jerry Buchanan's e-mail, from Caldwell O. Jackson, note they let the accused Fort Worth office decide all issues here. However, the Fort Worth office had already lost the main file with-in their system it was not transferred to The Texas Commission on Human Rights, Mr. Serrano of the TCHR refused to subpoena the only other file which was in the possession of The Apartment Association. There was no way to conduct a full review of this case without the original file. Also, according to my witness's who gave affidavits and others, no one from any office, ever interviewed any of them in any manner. The same happened in the Hotline Case, no one was ever contacted, nor interviewed concerning any matter......especially me. Subject Hotline Case HL-05-0670 re: Betty Garrity
This responds to your subject e-mail regarding the original complaint filed by Betty Garrity. According to Garry Sweeney, Acting Director of the Fort Worth FHEO Office, the complaint was investigated by the Texas Commission on Human Rights (TCHR) a FHAP agency that HUD determined to be substantially equivalent to investigate complaints. The TCHR made a determination that there was no reasonable cause to find that complainant (Betty Garrity) was subjected to discriminatory actions as alleged in that complaint. The Fort Woth FHEO Office reviewed the findings and determination made by TCHR and concurred in their decision. Ms. Garrity was notified of this decision, and informed that no further action would be taken in this matter. Hopefully, this addresses your concern and closes this matter.

I sincerely doubt that the Fort Worth Office actually ever looked at it again, or before it was sent to TCHR, also notice they offer no information as to who ~ or what particular office, concurred in their decision. Note how anxious Caldwell is to close the case, you will find this in all HUD correspondence of any office. When I was informed of the actions of the Fort Worth office on the original case is when I filed the Hotline Case. in question due to the manner in which it was conducted. I considered it my duty as a citizen, to report fraud and abuse of federal funds, just as I had in the original complaint. All throughout the Hotline Case. , Mr. Sweeney is allowed to review and decide the case filed against his own Fort Worth federal office himself, not the Washington DC office.. Keep this in mind as you review the correspondence of federal offices posted here.
This matter was even ignored by the Department of Justice ~ Criminal Division ~ umm, it's Federal too !! as the federal offices below this letter are, interesting government we have. Big Brother System, perhaps. April 3,2010

 The letter below is a reply to Ms. Newton, by this time my experation with all HUD Washington DC government offices had reached it's limit . . . the game of I don't understand wasn't going to fly with me . . . nor was the " I"m more intelligant and better than you , I have a position ( :  Gee I will really know alot from this one page their sending from this office ( :  The next letter, after I objected, has three minor pages, that also contained no information on the actual Hot Line Case filed against the Fort Worth Office, oops, one litte error, it contained the e-mail of Jerry Buchannan, the only intelligent life force in the system.  This letter below basicly tells me the case is closed, I have no rights, though I was at no time consulted on the case, or do I have any information leading me to believe it was actually investigated..etc. and the Musical Chairs of pass the hot potato begins ( :  Through all this Mr. Ashworth doesn't have a clue, all he knows is, he has the power to get the case out of his hair and off his desk..... by simply saying "closed".  This is a response to his office by e-mail from me, by this time he's exasperated that I haven't simply given up on my cause. He also still is not aware the case is against a federal office. ) : January 15th 2007 Robert L. Ashworth Office of Inspector General U.S Dept. of HUD Washington, D.C 20410-4500 Dear Mr. Ashworth, In reply to your letter of Jan 9th, I did not nor have I ever ask for an appeal, as usual no one actually reads my correspondence, submitted files, etc. What I have always requested is an investigation of my original complaint filed against the Fort Worth Dallas Federal offices. To whom you sent, my complaint or the case back to them, when in fact they are the office I filed against. They of course found no problem with themselves, case closed. Excuse me, but what kind of a system is this. Your office is suppose to investigate them. This has never been done. The only copies I have received from the information request was a copy of an unsigned letter to your office stating the Fort Worth handled it, they found no fault with themselves. There is also an allegation that I submitted no evidence, perhaps it�¢ï¿½ï¿½s in the large file the Fort Worth office conveniently lost, misplaced, hid, this certainly protects their interest. However there is a copy. None of my evidence was considered by the Texas Commission on Human Rights, whom the Fort Worth office palmed their work on to, part of my complaint. I assure you this case is not closed. I intend to contact senators, committee�¢ï¿½ï¿½s even speak before panels investigating HUD, no human being on the face of the planet should have to suffer what I experienced. Nor the five years of torment since that time. Dear Mr. Ashworth, I am in receipt of your letter dated January 23rd of 2007, leaving me confused. I have never been referred to or contacted by the Deputy Assistant Secretary for Operations and Management of HUD�¢ï¿½ï¿½s office of Fair Housing and Equal Opportunity at any time, to my knowledge. Also I have yet to be informed as to exactly who, or whom, investigated my Hot Line complaint, against the Fort Worth Texas Federal Office & referred Dept. of Human Rights office in Austin, Texas, specific, Mr. Serrano. I have one, unsigned, copy letter from Garry Sweeney to a Karen Newton, on a totally unrelated issue, when they sent an application for a new complaint, which has nothing to do with the complaint filed with your office�¢ï¿½ï¿½s. I firmly believe no one reads their information. Also it is my belief that my Hot Line Complaint has never truly been investigated, nor even reviewed.. I am at present looking at other cases never properly processed by the Fort Worth Office�¢ï¿½ï¿½s. These would be of great interest to other investigative office�¢ï¿½ï¿½s of the Federal Government in the future, thus proving a strong point. The laws that were designed for HUD were designed to be followed by all concerned with Fair Housing Equal Opportunity ; not to be used against those who dare to complain by twisting and turning them so that those who are less fortunate or of less powerful status are defeated as a minor problem by those who posses an agent position. One would assume on an issue strong enough to lead to a Hot Line Complaint to a Federal Office, supposed to be the highest of authority in the subject matter, it would actually be investigated and all files required for that investigation. Also contacts concerning that complaint for both sides of the issues, not just a covered federal office�¢ï¿½ï¿½s attempt. Also the use of professional, federally trained agents for the process of the investigation, with the courtesy of using both sides of submitted material, without favortisum . This has yet to be done in any fashion. I feel anyone brave enough to file a complaint against a federal office to protect the federal system of operations should at least have that complaint properly reviewed. Especially when they have endured the pain and suffering I have been dragged through as a human being during the years since the original attack. Sincerely, Betty Garrity Well, well, lets pass the hot potato to Caldwell's office who doesn't have a clue either, notice through alot of this Ms. Newton, is to important to deal with it herself, she always passes the hot potato, why jeopardize her own job....... ( : I noticed this in many offices, ) :  Exactly how could they have investigated the case without the original file . . . which the Fort Worth office lost it was never sent to the Texas Department of Human Rights. Mr Serrano of that State Office refused to subpoena the only other file which was in the possession of The Apartment Association, who refused to return it, they were aware it was the only copy available. Nice way to help out the Apartment Complex who paid them dues. When it was presented to them I was not aware of exactly how their offices operated. "I sure am now, do not ever trust them". As for Mr. Serrano, he had decided the case before he opened the request from Fort Worth...... Through much of this I formed the impression that if my name had been of Mexican orgin, I would have had no problem.  The Webmaster he is speaking of here, was an attempt on my part to contact other government offices that might be of help to me in these matters, he knew the score, however he would eventially stab me in the back, and refer it to the Fort Worth Office, though he tried "webmaster" to re-form the relationship, I expressed my view of his stupidity, and e-mailed him no more....also note, I did not actually know how to use a computer well at this time, and never contacted the Fort Worth office with one in any manner. I was never interviewed on April 21, 2005, this is a direct lie. . .I didn't even have a phone, only a message one.. . . my only referrel to the Attorney General was handling my case was a hand written note on the new blank form they sent me insiting I had a new complaint to file.......the referrence to file 13 was to their new blank form, not any file.
I finally got to where I simply hand wrote a memo on their letter and sent a copy back to them, since I lived in my car and storage, it was the simple version........as the one below is done, I could visulize their glee at being able to down a homeless woman without a huge office to battle them.
All I had was a few coins and a local KINKO copy store... Little did they know ( :  Back to the Fort Worth Government Office for Investigation....... What !! Also note below this letter his e-mail at a later date:  ----- Original Message -----

I am in receipt of your letter dated May 30th 08, as usual you are confused. So I will explain one more time as I have before with all the other contacts to your office.
HOTLINE CASE # HL-05=0870 IS FILED AGAINST A GOVERNMENT AGENCY . . . . actually a combined against two, they are The Fort Worth region VI office (Mr. Garry Sweeney) and the Texas Commission on Human Rights (TCHR) Austin Texas (Mr. Serrano). These agencies do not have the right to decide their own case filed against them.
The Texas Commission on Human Rights, Austin, Texas, could not have possibly reviewed the case correctly, since the Fort Worth region VI office, lost the original file and did not or could not forward it on to them. Mr. Serrano refused to subpoena the other copy from the Apartment association. In other words he could have cared less about my submissions, he had already decided in favor of the apartment manager, well skilled in her craft of defense and methods. As my bank verified. He also did not interview my witness, who gave affidavits, according to them. I kept in contact with them closely. In other words he lied on several matters. All of this was explained in the file submitted to the Hot Line office when I filed with them. No one at any time contacted me for an interview on the hotline case submitted. To simply except Mr. Sweeney's comments, (protecting his office and job) without also interviewing me is discrimination. You can double talk and dance around this all you want to, my web site with details and federal correspondence will be up, for the world to view. Perhaps it will save others from going through the false impression that they can be treated fairly by the department of HUD. It would appear your office is front and center stage. You say I'm not happy with your decision, would you be if your life, and those of two small girls had been totally destroyed. Your protecting people who should be indited by a grand jury.
